Okeydoke, convinces me, but I don't count.

That's no different to how you could control access to an HTML page
with embedded static map <img>; you can't both make it public as
required and secure against save-as.
What will probably break down in attempted abuse is the key
validation.  Have you trialled the PDF method to see if the key
mechanism works in that situation?  It could all be hypothetical!
