Yes. When you use the HTTP interface, you'll find that the HTTP code in the header gets set to 403 (forbidden) when your quota is exceeded.

The Google status code, inside the message, gets set to 620.

In general, the best solution is to persuade your server script to ignore the 403 code and look at the Google status code inside the message. Exactly how you do that depends on what server language you are using, and with some server language implementations it may not be possible.
