Yes, it would seem reasonable that Google have an option to manually
disable keys for an abusive user.  Since that's unlikely to get set
back to normal without some negotiation or intervention, and yours
started working 'by itself' in around 24 hours ...
It's fairly certain that you exceeded your quota.

Blacklisting can be by IP address or by domain or by key-owning google
account, so it's quite possible to affect several domains for one
'offence'.
