It's 10.10 at http://code.google.com/apis/maps/terms.html -- it's a bit ambiguous, so you decide. I would say it's 5000 copies of whatever contains the map image. If he can link to it, fine; but actually you probably can't stop him printing it himself at that point. Your original question was about producing PDFs or JPEGs or something similar. Those are derivative works. I think it would be ok to charge for the service you're providing of allowing the user to produce a layout.
