Perhaps it would help ...

Everyone thinks "Google = free maps!" but it just isn't true.
Google have no maps.  They buy the images from commercial suppliers,
who impose conditions on Google, who pass these on to us and add some
more.
Hence the restrictions, you can't go copying or modifying other
peoples copyright images, unless you get their permission (usually
involving money).

You seem to be planning something akin to a design-a-handbill
service ; perhaps it'd be worth looking at how regular handbill
printers/promoters get map extracts licenced.
