There should be a .prj file included with the set that describes the
reference system in use. A really easy way to handle virtually any
shapefile and reference system is PostGIS (an extension of the open
source database Postgresql). Import the shapefile into PostGIS then
use the ST_Transform function to convert it into WGS84, which is the
reference that Google Maps uses.
