I have written a state plane to lat/long program in php for the *Florida State Plane East Zone only!!!* and posted it here:

The program only converts the point from the file snippet above, but with just a little effort, it could be adapted to read a coordinate file of any length. William was partially right. The Florida North Zone is Lambert Conformal Conic projection, and its coordinates can only be converted to lat/long by iteration.
