It mentions "mobile phone" and "people"..


3. Google Maps for Asset Tracking
Asset tracking licensing is required when your mapping application is
used for the location of a physical asset that is monitored by a
sensor like a GPS or GPRS unit, mobile phone, geo positioning device
etc.
Asset tracking applications are defined as any service that monitors
vehicles and any other assets, fixed or moving, including people.
