If that's how Google want to define an asset, then that's how they define it. However, you are not creating an enterprise map, so you can track assets. The Terms make that explicit: "If you are offering a non-enterprise implementation, you may use the Google Maps API(s) to track assets such as cars, buses or other vehicles, as long as your tracking application is made available to the public without charge." Your map must be public, so your assets' locations will be public. You need to ensure that you do not infringe their right to privacy.
