That may be significant. I suggest putting everything on an internet
server and testing again.

(a) that may fix it.
(b) if it doesn't, you can post a link.

Pil posted this http://www.jsware.net/jsware/iewacky.php5 on the
Version 3 Group, which may be relevant, especially if you're testing
using localhost and maybe even using the Intranet Zone. The article
obviously presents a jaundiced view, but it's informative nonetheless.
