they've started last year in the USA by dropping Tele Atlas data and
replacing it with their own data (you can see it now in the copyrights
on the USA Map layer).  Also the exclusive use of the Geo-Eye 1
satellite imagery and StreetView will give them the basis for maps
without other copyrights, and therefore allow Google to offer broader
terms of use.
