You don't have to register your application. I believe the thing you are
seeing is they want you to register your domain if you are using AuthSub so
you can make secure (SSL) API requests:

https://www.google.com/accounts/ManageDomains

Charging money for your application should be fine so long as you follow the
various conditions in the terms.
