Here's a specific case:

The album:
https://picasaweb.google.com/104987932455782713675/2011090305

Is a Google+ album the title is 2011-09-03, picasaweb GUI presents it
as Sep 3, 2011.  So I suspect Sep 3 is the right date.

However looking at the album data I get:
gphoto$timestamp "1315110225000"
published "2011-09-04T04:23:45.000Z"
updated "2011-09-04T04:26:32.986Z"

That timestamp 1315110225000 is:
GMT: Sun, 04 Sep 2011 04:23:45 GMT

Which are all Sep 4.  If these were is US Pacific tz then it would
correctly be Sep 3.  But how do I know what timezone an album is in?
