Can you provide more information about how you intend to use this 
information?  These timestamps are all listed as GMT.  I don't believe that 
we return the offset, but you can adjust these based on viewer.

As for the differences, here are some notes:

gphoto$timestamp is a user-selected date for the album. You can modify this 
for the album in PicasaWeb. For a photo, it is either the exif date or the 
upload date, IIRC.
published is the upload/creation date.
updated is the last time this entity was updated.
