Well, wait now.   I'm not sure I meant imply that, but rather all the 
infrastructure for most of what you're looking for exists, Google just does 
not properly support the features available to this in the Jabber protocol

Indeed you're right on that.  I'm not quite sure why Google is spending time 
trying to get Jingle universally adopted when they're failing on universally 
expected basics like a working JUD and service discovery.
