I have tried that contact method twice. I have not received a response. What I think is the worst thing is that when someone from google DOES turn up, they give a relatively short answer to a relatively easy question and then duck back down behind the barricades. I am not so rude to use their e-mail address 'cold' so to speak to get their attenhtion, nor am I naive or optimistic enough to think they wouldn't have an e-mail delete rule set up for anything with 'Google Theme' in the subject or body. So. Until someone from Google steps up and gives us a plan we're fubared on the development front. And my theme still isn't up there after 2 months. I'd go with a third party theme manager but that's an additional peice of code to track and I want it simple, not complex (John Maeda's theme notwithstanding :-)
