I think you should drop the entire Malay translation function.

The reason you are getting offensive ratings is because they're stupid and
single minded, and everything offends them. More than likely the fact that
the word Quran is in the translation offends them, and eventually you would
have to make sure the word Quran never appears lest they become outraged
and kill someone. I have spent time in muslim countries, and anything they
couldn't understand offended them, because they always assume everything is
somehow an insult directed at them and become even more angry because if
they don't understand something, rather than just ask and learn, they would
feel stupid and somehow that then equates into being YOUR (or the
translation's) fault and then they become offended or angry. If they
didn't understand something, they would NEVER ask in order to find out and
not understanding is frustrating and in their case, it is taken personally.
Example is the 'burned qurans in afghanistan' issue. Those qurans had
secret messages written in them so terrorist prisoners could communicate
with each other. They were already desecrated and this is war, we obviously
can't allow them to send messages and they needed to be burned. What ends
up happening is mass riots, fires, killings, screaming ball of insanity
CLAIMING of course that IT WAS DONE ON PURPOSE to make them look bad, or to
slander islam. Rather than listen to a reasonable logical explanation, and
then saying OKAY well next time you should know we don't burn them, we do
'such and such' we find that very offensive, but HEY we understand they are
terrorists, can't allow that and plus they were already desecrated by the
writings in them. (Although I heard plenty of outrage but nobody offered
an alternative of what could have been done). THAT is the common behavior
of muslim people.

This was a programming error, but I guarantee they don't believe that. If
something like that happened again, or if there were a purposeful hack in
order to promote outrage, it could be bad.

As a matter of fact, if I were google, I would stop offering translation
services to any muslim country.
