BTW Matthew, they just put a presubmit check in place for Gerrit itself. It's using a tool they built for Android: https://groups.google.com/d/topic/repo-discuss/hpOShl51L1M/discussion It's apparently polling gerrit-review.googlesource.com but I have no idea what kind of query they're using (maybe query the "recently modified changes" –which doesn't use the search indexes– and then filter to keep only those with a CodeReview+2 or whose author is in the whitelist, and have no Verified label).
