I've filed a bug against the googlesource.com team about this. It seems to be a bug in Gerrit's search algorithm.
Basically, this is the search the presubmitter is using: https://gwt-review.googlesource.com/#/q/(project:gwt+status:open+-label:Verified%253D1+-label:Verified%253D-1+-label:Code-Review%253D-1+-label:Code-Review%253D-2+ownerin:%22Jenkins+Trusted%22+-age:1w)+OR+(project:gwt+status:open+-label:Verified%253D1+-label:Verified%253D-1+label:CodeReview%253D2+-age:1w),n,z and I'd expect patch 4710 to be included in those results.
