For what it's worth, I have found a work around that works for me.
First, my setup:

Cingular 2125 smartphone running Windows Mobile 5.0 (DST patch
applied)
Windows XP Pro SP2
Outlook 2003 SP2
ActiveSync 4.5

When creating events in the google calendar they were showing up an
hour early when I synced to the phone.  When creating events in
Outlook, events were showing up -8 hours from their actual time in
google (I am in the -8:00 time zone).

I learned that when an event is 1) recurring and 2) has an end date,
the problem exists.  When I changed my end dates to "Never," the
problem went away in both directions.  Also, I found that setting up a
recurring event in Outlook for "Every weekday" (vs. weekly and
checking  the five weekday checkboxes) caused the same kind of
problem, and not only did the times get messed up, they recurrence was
set for every day of the week, including weekends.  Using "weekly" and
checking each day of the week cleared up the problem.

One-time events don't have any problem at all, and I tested creating
them in Outlook, in google, and on the phone and syncing in all
directions.
