Any mirror that is overloaded can crap out, and it will always leave a truncated file. Just check the file length to see if the download has concluded successfully, better yet, keep the download under observation to see if the download speed varies.
the .ISO will produce a boot-able CD that can run on a computer even one without a hard-disk, it will NOT touch your hard-disk in any way, and will boot a fully functional, albeit slow, gOS system you can use to check if everything works. The installer is just an application that can be started by double clicking on it's icon on the desktop.
