I don't think you should try re-flashing your BIOS, it is quite unlikely that the Flash-ROM could have been affected by the power failure, and if the BIOS worked before there is no reason to re-flash it. What is much more likely is that the content of the real-time clock RAM (where the BIOS stores the BIOS setting) is corrupted, so enter the BIOS menu (by pressing the correct key to so so, most often the Del key), then checking if the BIOS boot order still is set to try to boot from CD. If not try initialising the BIOS to factory (or optimal) settings again, because it is likely there might be other settings that are corrupted that should be repaired, then setting the right boot order options so you can boot the CD. From there you can try reparing your system.
