Your services are special.  Presumably, all of the mail for any
particular list originates from the same mail server (or relatively
small collection of servers).  And these are "real" mail servers, not
random machines with no maintainer.  You can use this property to
advantage here, I think.

First, you can use just about any Realtime Black List (RBL)you like,
since "real" mail servers have admins who keep them off of RBLs.  As a
minimum, I suggest using at least dsbl.org and sbl.spamhaus.org to
filter mail.  But you can afford to get more aggressive (the next
steps up, IMO, are dynablock.easynet.nl and cbl.abuseat.org).

If your volume is too high for the normal DNS queries, you can
download the lists and query against a local copy.

Second, you could employ a whitelist.  You would have the first Email
from any IP address require your manual perusal before its originating
IP gets added to the whitelist.  Obviously, this is much more
labor-intensive :-).  But it would result in essentially zero spam,
save what the list itself is receiving (which is clearly Not Your
Problem).
