L10n is not accepting locales that are not in the OEMs list since we are
not shipping them.
Localizers would have to create their own builds to test them, which is
a huge effort.

Ruben, that's not exactly true. We have two different trees on the
dashboard, and we have two different sets of builds.
On
https://ftp.mozilla.org/pub/mozilla.org/b2g/nightly/latest-mozilla-b2g18/,
the b2g-18.0.multi builds have the smaller set of languages, the
-localizer ones have the set of languages from
https://github.com/mozilla-b2g/gaia/blob/master/locales/languages_all.json.
At least that's what they're supposed to be.
