I agree that problem is thorny, though I have no solution for it yet. While I like the one-employee-one-volunteer (I'm going to christen it E+V) part of the proposal, I wonder if it brings other complexities with it. I.e. I suppose the initial seed group may grow in a lop-sided fashion, making the employee part easier than the volunteer part. Then again, maybe that's not such a bad thing -- it's a nice way to put some power in volunteer's hands! I wonder if, in addition to Probation Time, there should be an Endorsement Limit? I.e., after some initial seeding, you cannot give out as many endorsements as you like, but are limited to say, one per month? Maybe it's not necessary given the requirement to get two endorsements from somewhat different populations, though.
