Hi, One of the things that were mentioned was that these promoted titles would be curated content relevant for users and following our principles.
For example, most of us would feel wrong to promote sites like Facebook or others that we know for sure that are tracking and not respecting user privacy. Site reputation audited by a third party should be a requirement for the "following our principles" and locale team approval for "relevant for the users".
