Why do you say this? I am guessing that you are extrapolating from your Firefox experience, but it is not clear to me that duplicating Firefox is the correct model for a community-driven project. How are these decisions even made? If you indeed correct, then somebody, somewhere, made that decision. Who is that, where is it documented, and what is the process to change that decision?
And by "have access" do you mean that they have some theoretical right to see the data, or that they are actively receiving this data? I have no evidence that either is true for current Thunderbird drivers and peers.
Might it make sense to become a member in one of those groups to have access? I believe you were already proposing a change in module ownership?
After it is clear who actually should and does have access to the data, then it will be the correct time to discuss how to align those people with the module system. The issue is broader than just me, it includes others who are part of the core Thunderbird team, however we choose to define that.
