planet.

We have a bug on file for every addition to planet since many years ago.
This means we can easily note in the original addition request bug if
and when we disable a feed for being "dead" (pick your definition) and
the owner of the feed can simply reply in the bug asking for
reconsideration. Alternatively, we can file a new bug for the removal
and cc the feed owner (get bugmail from original bug if needed) so the
owner can, again, simply ask for reconsideration. Re-adding a feed is,
IMO, not a serious cost so we shouldn't be too worried about disabling
feeds that seem dead.
