Should the ACCC not have something to say about a "standard" like XML
being used to restrict trade and consumer choice?

XML export is good. XML import is better. This presumes there is some
sort of agreed schema. In fact, they are all different. None of EHR
developers publish them and if you use something approximating HCN's
they'll take you to court.
I feel depressed.
