No, there was a browser war but never a HTML standards one.
The html standards are spelled out in plain english - see
http://www.w3.org/ .
Neither IE or Netscape were ever good at sticking to the standards.
Firefox is much more complient.

Yes it does (matter). I should be free to use whatever browser on
whatever platform or device I choose to access any website - that's why
we have standards. Internet Explorer is not free, it's part of a
commercial operating system.
