Have a look at http://ozdocit.org (the server hosting the mailing list we are using right now) It uses TikiWiki (http://www.tikiwiki.org). It is very feature complete and IMHO as easy to set up and configire as it gets MAMBO is used by the new GPCG web site and appears to be even easier, but has substantially less features working "out ofthe box" With TikiWiki, you could get some support & starting help on this mailing list - maybe with other CMS too, if people willing too help & having relevant knowledge step out of the woods ...
