I don't think you have reviewed the evidence for integrated national systems with proper EDS..if you have -  give me the detailed references - I am not talking opinion here - do you think the US,UK and Canada would act on a whim?.
 
I have done the business case for NEHTA for the implementation of decent GP systems and the savings and benefits are in the billions for Australia. Sadly they don't seem to want the rest of the community to know...no idea why.
