Could be. Tried again today to get MDW3 for a couple of sites (against my advice) and HCN will not return my emails. It does explain the two sites I have converted, then rolled back because of missing documents, and in one case of documents linked to the wrong patients. It didn't take all that long to find missing documents in both cases, so we were either very lucky or the fault is a common one.
