I was just imagining a Four Corners segment about this: 

Patient on camera:  "Dr. Frank told me that he was referring me to Dr. Guy.  He 
wrote the letter while I was there and we checked it together.  It included my 
immediate problem, my past history. medications list, immunisations and test 
results.  He emailed the letter to Dr.Guy.  When I saw Dr. Guy, he  said that 
it was good to have received that helpful letter beforehand by email , because 
it outlined my situation well and helped him to know what needed to be done."  

Dr. Frank on camera:  "I referred the patient to Dr. Guy, who saw him promptly 
and did a good job of helping him."  

Dr. Guy on camera:  "I was pleased to receive Dr. Frank's referral of this 
patient, who certainly needed some specialist help, which we were able to 
organise efficiently and effectively for him in our multi-specialist centre 
here, with excellent results."  

Medicare Australia person on camera:  "Dr. Frank wrote a referral that was not 
valid for Medicare purposes and Dr. Guy used it to commit a criminal fraud.  He 
is a bad doctor."  How do you think the public will see this?
