Thanks Geoff. I posted to the GPCG list because the initial question also went there, in a separate email to the one you received. I'm copying your reply to this list as well.

Regarding my assumption of a Telstra handout, I find it hard to believe that the fact that they were the least expensive provider for some time after the initial rollout, in almost every area of the company, happened without collusion.
