I would say that putting all eggs into a single basket is sheer madness in any case - whether the company is local or not, huge or small. Projects of such scale MUST be transparent and open (for competition) at any stage, right form the beginning; it MUST be ensured that failure of a single company / department / person will not endanger the project as such.
