Which license? You need a Windows XP license, yes. Some EHRs with proprietary database engines may expect you to pay for 2 of them, but you'd be the first to do so. If you are a Winconnect Server XP user then those licenses are not transferrable, so you will need a minimum amount for the spare server, or achieve TS in a different fashion - there is a free option.
