Yes, it is a bit open to interpretation what  the 
above actually means. 

Unfortunately, the HIC are the interpreters and
will interpret it to suit themselves. 

We GPs could lie on the self-assessment forms, 
or interpret the statement in the manner that suits
ourselves.  And we could rob a bank if we wanted
to.

But to avoid all arguments and getting into trouble,
and to be eligible for the full IM/IT PIP without
fear of having to later pay it back, all it takes is
to install Argus, free  :-)
