Yes, it is a bit open to interpretation what the above actually means. Unfortunately, the HIC are the interpreters and will interpret it to suit themselves. We GPs could lie on the self-assessment forms, or interpret the statement in the manner that suits ourselves. And we could rob a bank if we wanted to.
