Are you inferring that I am oivercharging or that HIC rebates even come close 
to fair remuneration?

So the taxpayer is supposed to paqy through the nose for moronic paperwork for 
no benefit - paperwork that appears costs several times what the actual 
service should cost?

Anybody can test speed and quality and the complain - I use iperf whenever I 
am in doubt I don't get my worthwhile from my ISP. Don't need my ISP to do 
that - the ISP needs to do it to dispute my claims if there were any.

In any case - with the pitiful download allowance under most B4H plans you 
don't get to use it anyway, so QoS is a moot point
