Sadly, it goes like this:
medicare rebate enabled consultation -> less out of pocket expense for 
patient -> better compliance with referrals

Wouldn't do the referral in the first place if I wouldn't expect it to improve 
outcome.

Else I wouldn't give a flying cow pad for the Medicare / HIC / HeSA tantrums 
which they can throw at libidum and produce as much paper bullshit as they 
like as long as I don't have to look at it or pay for it.
