Dear Dr Eric Browne at NEHTA,

Please provide the substantive contents of your document (that is, the
list of data items and all their attributes, relationships etc) in a
machine-parsable format (eg a comma-separated value file or files) so
that we may slice, dice and manipulate the information in a way that
allows us to digest it and otherwise get some handle on it. You will
appreciate that the number of people who are able to get their head
around a 500 page text document, without the use of other tools, is very
small. We are not dummies, but nevertheless the rest of us need to use
computerised tools to help us understand the contents of your document,
and for that we need computer-parsable data files, not just a PDF
designed to be printed and then read by (some very unusual kind of) a human.
