Dell have been offering no O/S on business PC's/laptops for at least 2 years
now. You just have to be in the loop :)
Servers have always been avalaible with no O/S for as long as I can
remember.
And yeh they give you a free copy of DOS.

I note that Dell have again bowed to user requests (on dellideastorm.com) to
supply computers without a Microsoft OS:

Microsoft's newest licensing policy forbids them to sell a computer with no
OS, so in a very cheeky move they will supply a copy of FreeDOS on CD - an
OS that would be of no use to anybody today.
