Sure. There is a little digitizer tablet that looks like a notepad. You have actual paper on it, you scribble on it with areal ball pen (special one though), and the device stores the digitized image either on on-board memory, or on SD card, or transfers directly via USB. Costs around A$120 and has recently been available at ALDI. The included Windows software does pretty much what you want, but is Windows only.
