Now our devision was not involved in this at all because we were not asked.
This is the 1st I hear that HICOL was added to divisions responsibilities !
I remember the scenario as follows. The majority of software companies
refused to include HICOL without medicare providing them with funds as some
claimed it is expensive to add it to their existing package. The uptake
amongst GP's was also very low. Eventually the government agreed to pay the
software developers to incorporate it, and gave a carrot to GP's to use it.

What you say re the MSIA boycott announced officially at a conference in
February 2002 is correct.
However,
we'd had HIC presenting at a CPD evening in late 2001, but in early
2003, after the government realised the MSIA, except ACSS, were serious,
and it had to incentivise HIC Online for both the software vendors and
GPs, they also made it something we had to do. I ran a PKI registration
day in April 2003, as did other Divisions, I also wrote articles in our
newsletter and in November 2003, we held a live demonstration at our
first HIC Online practice.
In early 2003 they ran PKI installation training for Division IM&T
staff, after we'd pestered them on the grounds that they wanted us to
support uptake, but most of us knew little about using the individual
and location keys. They showed us how to install the keys with Outlook
Express for secure messaging, as they thought that might get them into
widespread use while the MSIA caught up with integrating the API into
their PM software.
I'm sorry you missed all that.
