Does this have something to do with patients who don't pay on the day nor are 
bulk billed? 

In which case it would not concern us, because our patients either pay cash on 
the day or they are bulk billed, no exceptions

What small business with high running costs could possibly afford a 3 month 
delay of payment? 3 month worth of billing even for a tiny rural practice 
like mine would be well in excess of $120,000 - that's a handsome sum in 
terms of interests that either is lost or has to be paid! Only a bureaucrat 
with a regular 14-day pay cheque could come up with such idiotic idea.
