I don't especially think they want your de-identified data, I think what
they really want is for divisions to start building the capacity to
aggregate data, which was part of the original rationale for funding
IM&T in divisions and through the PIP.
The DNIMP proposal addressed GP incentives to get them involved, but the
whole submission by AGPN was rejected by DoHA, leaving divisions on
their own. Not a pretty picture as we have to do it on our own, with the
vaguest of guidelines at present.
