Not to argue semantics - but I see the focus on these building blocks - without 
having a
concept of what the house is to look like as extremely problematic.

As it happens every nation I know of that has thought about this has come up 
with the same
list (messaging, identifiers and terms) and I see them a critically necessary 
but not
sufficient. We still need systems and applications to take advantage of what I 
see as just
essential shared infrastructure

Attempting to sideline the MSIA is just dumb - and, like Horst and yourself I 
believe, I
find their modus operandi just offensive for a public entity.
