Google Gears doesn't quite compete with Ruby-on-Rails and other dynamic language based Web application frameworks, like Python';s Django and TurboGears. But there is overlap. All of these overlap with Adobe Flex, which is said to be very good, and Microsoft's SilverLight, which is similar and runs under Firefox as well as IE, but only on Windows (althoug there is a Linux clone called MoonLight underway). But certainly, the browser is in every instance the targetted platform, regardless of what computer the browser happens to be running on, and regardless of whether that computer is or isn't currently connected to the Internet. Plus, mobile data stores via USB memory keys - portable applications and portable data, all integrated seamlessly with online storage.
