This document has been posted on the HIC and now MediScare web sites for
many years, more than four years to my personal knowledge.

It says signing by individual PKI keys is appropriate.It doesn't mention
Encryption, but encryption is covered in much detail in things like PIP,
BFH requirements and Accreditation.
