No, Industry Codes of Conduct have to be ratified by the ACCC.
The ACCC imposed a "condition" (disclosure of funds used for education,
hospitality, etc.) before they would "ratify" the latest edition of
Medicines Australia Code. This "condition" was opposed by MA but they
lost an appeal to the Australian Competition Tribunal. See:

In addition, the TGA makes compliance with Medicines Australia Code of
Conduct a condition of "registering" a medicine to catch companies that
are not members of MA.
The system is called "co-regulation" - self-regulation plus the
government heavily breathing down the industry's neck!
